Why in my driver side foot well do I have water? I've been to a Honda garage and they say it's possibly from the bonnet cable is this true.

That’s a new one on me.
In general there are several possible causes of water ingress to a foot well, from a damaged or deformed door seal to a blocked air-conditioning drain hose or damaged heat exchanger.
We have experienced some fairly extreme weather recently so driving rain or surface water penetrating a door seal is possible.
The best place to start is by drying out the affected area thoroughly first and then seeing if you can determine where/how the water is entering. If it’s a heater/air-conditioning fault then the carpet will become wet again in normal driving in dry weather.
Playing a hose at or around the door and scuttle area across the base of the windscreen may also help determine where the water is entering.
